1. Recommendation for Two Appointments to the Fort Sam Houston Independent School District Board of Trustees

This item provides an opportunity for board consideration of two appointments to the board of trustees of the Fort Sam Houston Independent School District. The two appointments are necessary due to the expiration of the term of office for two board members. Statutory authority for this action is the Texas Education Code (TEC), §11.352, and 19 Texas Administrative Code (TAC) §61.2.

2. Proposed Amendment to 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.1, Continuing Education for School Board Members
(Second Reading and Final Adoption)

This item presents for second reading and final adoption the proposed amendment to 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship, §61.1, Continuing Education for School Board Members. The proposed amendment would reflect changes made by Senate Bill (SB) 1566, 85th Texas Legislature, Regular Session, 2017, to the State Board of Education's (SBOE's) duty to provide training courses for independent school district trustees. Statutory authority for this action is the Texas Education Code (TEC), §11.159, as amended by SB 1566, 85th Texas Legislature, Regular Session, 2017.

3. Ratification of the School Board Member Trainings on Evaluating Student Academic Performance for the Months of February through April 2018

This item provides an opportunity for the committee and board to consider approving the School Board Member Trainings on Evaluating Student Academic Performance that occurred in the months of February through April 2018 that were offered by the Texas Association of School Boards, education service centers or another authorized provider and met the curriculum requirements of proposed 19 TAC §61.1(b)(4)(E). Statutory authority for this action is the Texas Education Code (TEC), §11.159, as amended by Senate Bill (SB) 1566, 85th Texas Legislature, Regular Session, 2017.

4. Review of 19 TAC Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship
(Adoption of Review)

Texas Government Code, §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board of Education (SBOE) rules. This item presents the review of 19 Texas Administrative Code Chapter 61, School Districts, Subchapter A, Board of Trustees Relationship. The rules being reviewed specify requirements for continuing education for school board trustees and nominating trustees for military reservation school districts and Boys Ranch Independent School District (ISD). The statutory authority for the rule review is Texas Government Code, §2001.039. The statutory authority for 19 TAC Chapter 61, Subchapter A, is the Texas Education Code (TEC), §11.159 and §11.352.

5. Review of Proposed Amendments to 19 TAC Chapter 227, Provisions for Educator Preparation Candidates, Subchapter A, Admission to Educator Preparation Programs, and Subchapter B, Preliminary Evaluation of Certification Eligibility

This item provides the State Board of Education (SBOE) an opportunity to review a State Board for Educator Certification (SBEC) rule action that would propose amendments to 19 TAC Chapter 227, Provisions for Educator Preparation Candidates, Subchapter A, Admission to Educator Preparation Programs, and Subchapter B, Preliminary Evaluation of Certification Eligibility. The proposed amendments would implement the statutory requirements of Senate Bill (SB) 1839 and House Bills (HBs) 2039 and 1508, 85th Texas Legislature, Regular Session, 2017. The statutory authority for 19 TAC Chapter 227, Subchapter A, is the Texas Education Code (TEC), §§21.031; 21.041(b)(1); 21.044(a) and (g)(2) and (3); 21.0441; 21.049(a); 21.050(a); and Texas Occupations Code (TOC), §§53.151, 53.152, and 53.153, as added by HB 1508, 85th Texas Legislature, Regular Session, 2017. 6. Review of Proposed Amendment to 19 TAC Chapter 230, Professional Educator Preparation and Certification, Subchapter C, Assessment of Educators, §230.21, Educator Assessment

This item provides the State Board of Education (SBOE) an opportunity to review a State Board for Educator Certification (SBEC) rule action that would propose an amendment to 19 TAC Chapter 230, Professional Educator Preparation and Certification, Subchapter C, Assessment of Educators. The proposed amendment to 19 TAC §230.21, Educator Assessment, would update the figure in subsection (e) with the appropriate required examinations for Texas certificate issuance and would incorporate language that strengthens the provisions concerning test security and confidentiality integrity. Additional technical changes were made for clarification purposes. Statutory authority for 19 TAC Chapter 230, Subchapter C, §230.21, is the Texas Education Code (TEC), §§21.031; 21.041(a), (b)(1), (4), (7), and (8), and (c); 21.045(a)(1); 21.048; and the Texas Occupations Code (TOC), §54.003.

7. Review of Proposed Amendment to 19 TAC Chapter 232, General Certification Provisions, Subchapter A, Certificate Renewal and Continuing Professional Education Requirements, §232.11, Number and Content of Required Continuing Professional Education Hours 

This item provides the State Board of Education (SBOE) an opportunity to review a State Board for Educator Certification (SBEC) rule action that would propose an amendment to 19 TAC Chapter 232, General Certification Provisions, Subchapter A, Certificate Renewal and Continuing Professional Education Requirements, §232.11, Number and Content of Required Continuing Professional Education Hours. The proposed amendment would implement changes resulting from the 85th Texas Legislature, Regular Session, 2017, which include adding new continuing professional education (CPE) topics for all educators. The proposed amendment would also add minimum requirements for several CPE topics for individuals holding standard classroom teacher, principal, and school counselor certificates. The statutory authority for 19 TAC Chapter 232, Subchapter A, is the Texas Education Code (TEC), §§21.003(a); 21.0031(f); 21.031; 21.041(b)(1), (4), and (9); 21.0543, as added by Senate Bill (SB) 1839, 85th Texas Legislature, Regular Session, 2017; and 21.054, as amended by SB 7, SB 179, and SB 1839, 85th Texas Legislature, Regular Session, 2017.

8. Review of Proposed New 19 TAC Chapter 235, Classroom Teacher Certification Standards, Subchapter B, Elementary School Certificate Standards  

This item provides the State Board of Education (SBOE) an opportunity to review a State Board for Educator Certification (SBEC) rule action that would propose new 19 TAC Chapter 235, Classroom Teacher Certification Standards, Subchapter B, Elementary School Certificate Standards.  Proposed new 19 TAC §§235.13, Content Standards, Early Childhood: Prekindergarten-Grade 3, 235.15, Science of Teaching Reading Standards, Early Childhood: Prekindergarten-Grade 3, 235.21, Pedagogy and Professional Responsibilities Standards, Early Childhood-Grade 6, and 235.25, Implementation Date, Early Childhood-Grade 6, would implement recent legislation from the 85th Texas Legislative Session, 2017, and would specify the educator standards required for the Early Childhood: Prekindergarten-Grade 3 certification as well as the pedagogy and professional responsibilities (PPR) educator standards required for the Early Childhood-Grade 6 certification. The proposed new chapter reflects feedback provided by the SBEC-appointed Classroom Teacher Standards Advisory Committee for the Early Childhood: Prekindergarten-Grade 3 and Early Childhood-Grade 6 PPR standards. The statutory authority for 19 TAC Chapter 235, Subchapter B, is Texas Education Code (TEC), §§21.003(a); 21.031; 21.040(4); 21.041(b)(1), (2), and (4); and 21.0489, as added by Senate Bill (SB) 1839 and House Bill (HB) 2039, 85th Texas Legislature, Regular Session, 2017.
