The purpose of this letter is to provide school districts with information regarding the requirements of HB 3834 of the 86th Legislative Session, 2019.
Under HB 3834, which amends Texas Government Code, Chapter 2054, Subchapter N-1, school districts are required to provide an annual cybersecurity training program that has been certified by the Texas Department of Information Resources (DIR) to all employees who have access to a computer or database.
DIR has posted the list of certified training programs and reporting guidelines here. Additional programs will be certified on a continuing basis. Please note that these programs are certified for their content, not in connection with other regulatory or statutory obligations.
School districts must submit verification of completion of the cybersecurity training program to DIR. Information on how local governments will report training compliance is in the FAQ section under Training Completion Requirements here.
Please note that open-enrollment charter schools are not subject to the requirements outlined in this legislation. For questions about HB 3834 and the certification process, please contact TXTrainingCert@dir.texas.gov.
