This item presents for second reading and final adoption proposed new 19 TAC Chapter 127, Texas Essential Knowledge and Skills for Career Development, Subchapter A, Middle School, and Subchapter B, High School, and proposed new 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education, Subchapter C, Arts, Audio/Video Technology, and Communications, Subchapter D, Business Management and Administration, Subchapter E, Education and Training, Subchapter F, Finance, Subchapter I, Hospitality and Tourism, Subchapter J, Human Services, Subchapter M, Manufacturing, and Subchapter N, Marketing. The proposal recommends an implementation date of the 2017-2018 school year. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, 28.00222, and 28.025.

4. Proposed New 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education

This item presents for first reading and filing authorization proposed new 19 TAC Chapter 130, Texas Essential Knowledge and Skills for Career and Technical Education, Subchapter A, Agriculture, Food, and Natural Resources, Subchapter B, Architecture and Construction, Subchapter G, Government and Public Administration, Subchapter H, Health Science, Subchapter K, Information Technology, Subchapter L, Law, Public Safety, Corrections, and Security, Subchapter O, Science, Technology, Engineering, and Mathematics, Subchapter P, Transportation, Distribution, and Logistics, and Subchapter F, Finance, §130.183, Financial Mathematics (One Credit), Adopted 2015. The proposal recommends an implementation date of the 2017-2018 school year for the revised career and technical education (CTE) Texas Essential Knowledge and Skills (TEKS), except for the Financial Mathematics course, which recommends an implementation date of the 2015-2016 school year. This item presents for second reading and final adoption proposed new 19 TAC Chapter 111, Texas Essential Knowledge and Skills for Mathematics, Subchapter C, High School, §111.48, Algebraic Reasoning, Adopted 2015 (One Credit). The proposal would add Texas Essential Knowledge and Skills (TEKS) for a new high school advanced mathematics course for implementation in the 2015-2016 school year. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

6. Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter G, Graduation Requirements, Beginning with School Year 2012-2013

This item presents for first reading and filing authorization proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter G, Graduation Requirements, Beginning with School Year 2012-2013, in order to revise course options for students to satisfy the mathematics requirement under the Minimum High School Program, Recommended High School Program, and Distinguished Achievement Program. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

7. Proclamation 2017 of the State Board of Education Advertising for Bids on Instructional Materials

This item provides an opportunity for the State Board of Education (SBOE) to approve Proclamation 2017, which advertises for bids on new instructional materials for languages other than English, Special Topics in Social Studies, Statistics, and Algebraic Reasoning. It contains the SBOE-adopted Texas Essential Knowledge and Skills (TEKS) for each subject and grade for which bids are invited, accessibility requirements for instructional materials, including specifications for providing digital files to produce braille versions of adopted materials, and a schedule of activities. The adoption of materials submitted in response to Proclamation 2017 is scheduled for November 2016, and school districts and open-enrollment charter schools are scheduled to begin using the materials adopted under the proposed proclamation in school year 2017-2018. Statutory authority for this action is the Texas Education Code (TEC), §31.022.

8. Proposed Revisions to State Board of Education Operating Rules Sections 1.2 and 2.5

The State Board of Education will consider revising Operating Rules §1.2, Committees of the Board and §2.5, Agendas to clarify how items may be placed on committee and board agendas. Statutory authority for this action is the Texas Education Code (TEC), §7.107.

9. Proposed Approval of Innovative Courses

This item recommends approval of innovative courses that do not fall within any of the subject areas of the foundation or enrichment curriculum. Statutory authority for this action is the Texas Education Code (TEC), §28.002(f).

10. Proposed Revisions to 19 TAC Chapter 112, Texas Essential Knowledge and Skills for Science, Subchapter D, Other Science Courses

This item presents for second reading and final adoption proposed revisions to 19 TAC Chapter 112, Texas Essential Knowledge and Skills for Science, Subchapter D, Other Science Courses. The proposal would update the course titles for International Baccalaureate (IB) science courses to align with other foundation subject area IB courses. No changes are recommended since approved for first reading. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

11. Proposed Amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.2, Description of a Required Elementary Curriculum, and §74.3, Description of a Required Secondary Curriculum

This item presents for first reading and filing authorization proposed amendments to 19 TAC Chapter 74, Curriculum Requirements, Subchapter A, Required Curriculum, §74.2, Description of a Required Elementary Curriculum, and §74.3, Description of a Required Secondary Curriculum, to align the middle school requirements with changes to the Texas Essential Knowledge and Skills (TEKS) for fine arts. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c)(4) and §28.002.

12. Texas Certificate of High School Equivalency
 
This item provides an opportunity for staff to brief committee members on the responses to the Request for Proposals (RFP) that was issued to solicit a test provider for the Texas Certificate of High School Equivalency and for the committee to provide guidance to staff regarding selection of a provider. Statutory authority for this action is the Texas Education Code (TEC), §7.111.

13. Review of Proposed Revisions to 19 TAC Chapter 231, Requirements for Public School Personnel Assignments, Subchapter E, Grades 9-12 Assignments


This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule actions that would revise 19 TAC Chapter 231, Requirements for Public School Personnel Assignments, Subchapter E, Grades 9-12 Assignments. The proposed revisions to 19 TAC Chapter 231, Subchapter E, would clarify the appropriate credential for placement in a particular teaching assignment and ensure alignment with changes to public school curriculum as a result of House Bill 5, 83rd Texas Legislature, Regular Session, 2013. The statutory authority for 19 TAC Chapter 231, Subchapter E, is the Texas Education Code (TEC), §21.031(a) and §21.041(b)(1) and (2).

14. Review of Proposed Amendments to 19 TAC Chapter 233, Categories of Classroom Teaching Certificates, §§233.3, 233.4, 233.5, and 233.14

This item provides the State Board of Education (SBOE) an opportunity to review the State Board for Educator Certification (SBEC) rule actions that would amend 19 TAC Chapter 233, Categories of Classroom Teaching Certificates, §233.3, English Language Arts and Reading; Social Studies; §233.4, Mathematics; Science; §233.5, Technology Applications and Computer Science; and §233.14, Career and Technical Education (Certificates requiring experience and preparation in a skill area). The proposed amendments to 19 TAC §§233.3-233.5 and 233.14 would add deadlines for completion and submission requirements for specific Grades 8-12 certificates in the subject areas of English Language Arts and Reading, Social Studies, Mathematics, Science, Technology Applications and Computer Science, and Career and Technical Education (Certificates requiring experience and preparation in a skill area). The statutory authority for 19 TAC §§233.3-233.5 and 233.14 is the Texas Education Code (TEC), §§21.003(a), 21.031, 21.041(b)(1)-(4) and (6), 21.044(e) and (f), 21.048(a), 21.050, and 22.0831(f).

15. Process for Developing a Long-Range Plan for Public Education and Authorization to Issue a Request for Qualifications (RFQ) for an Outside Facilitator

The Ad Hoc Committee on the Long-Range Plan for Public Education will continue to develop the process the State Board of Education (SBOE) will use as it creates a long-range plan for Texas public education. It will consider the issuance of a request for qualifications (RFQ) seeking an outside facilitator to coordinate the development of the long-range plan. Statutory authority for this action is the Texas Education Code (TEC), §7.102(c).

This item outlines the rule review plan for State Board of Education (SBOE) rules during the period of September 2013 through August 2017. Texas Government Code, §2001.039, requires an ongoing four-year rule review of existing state agency rules, including SBOE rules. The rule review requirement is designed to ensure that the reason for initially adopting or readopting a rule continues to exist. This item also informs the SBOE that 19 TAC Chapter 102, Educational Programs, Subchapter A, Grants, §102.1, State Engineering and Science Recruitment Fund (SENSR) Grant Program, is no longer subject to rule review since the rule's authorizing statute was repealed by Senate Bill (SB) 215, 83rd Texas Legislature, Regular Session, 2013.
