Approval for Update of Instructional Materials

STATE BOARD OF EDUCATION: CONSENT

SUMMARY:
Texas State University is requesting approval to update content in two of its adopted products: Math Explorations I for grade 6 and Math Explorations II for grades 6-8. The updated content has been reviewed by curriculum subject-area specialists and determined to address the pertinent student expectations in a manner equal to the content initially reviewed and approved by the state review panel.

STATUTORY AUTHORITY:
Texas Education Code (TEC), §31.003 and §31.022.

TEC, §31.003, permits the State Board of Education (SBOE) to adopt rules for the adoption, requisition, distribution, care, use, and disposal of instructional materials. TEC, §31.022, requires the SBOE to adopt rules to provide for a full and complete investigation of instructional materials for each subject in the foundation curriculum and for each subject in the enrichment curriculum.

PREVIOUS BOARD ACTION: Math instructional materials from Texas State University were adopted in November 2013 under Proclamation 2014.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: Texas Administrative Code, §66.75 permits a publisher to submit a request to the commissioner of education for approval to substitute an updated edition of state-adopted instructional materials. This section also requires that all requests for updates involving content in state-adopted instructional materials be approved by the SBOE prior to their introduction into state-adopted instructional materials. Math Explorations I / 9781938858062 and Math Explorations II / 9781938858079, published by Texas State University’s Mathworks, underwent review by state review panels in the summer of 2013. Math Explorations I was found to have 94.92% TEKS coverage and Math Explorations II was found to have 79.66% TEKS coverage. The State Board of Education adopted these materials in November 2013.

FISCAL IMPACT: None.

PUBLIC AND STUDENT BENEFIT: Product updates provide more accurate student and teacher instructional materials.

PROCEDURAL AND REPORTING IMPLICATIONS: Upon approval, the updated products will be made available in EMAT, the educational materials online ordering system.

MOTION TO BE CONSIDERED: The State Board of Education:

Approve the request from Texas State University to update Math Explorations I and Math Explorations II products adopted in November 2013 under Proclamation 2014.
