Adoption of Work Plan for the Long-Range Plan for Public Education

STATE BOARD OF EDUCATION: CONSENT

SUMMARY:
This item provides an opportunity for the board to review and approve a work plan outlining the process to be followed in creating a Long-Range Plan for Public Education.

STATUTORY AUTHORITY:
Texas Education Code (TEC), §7.102(c)(1).

TEC, §7.102(c)(1), requires the State Board of Education to “develop and update a long-range plan for public education.”

PREVIOUS BOARD ACTION:
The board in April 2016 voted to hire Boston Consulting Group (BCG) to develop a plan that details the process to be followed in creating a new plan.

BACKGROUND INFORMATION AND SIGNIFICANT ISSUES: The board last approved a long-range plan in November 2000. That report was called the Long-Range Plan for Public Education, 2001-2006. In November 2006, the board approved the Long-Range Plan for Technology, 2006-2020. The 2014 Progress Report on the Long-Range Plan for Technology was submitted to the Texas Legislature in December 2014.

In launching efforts to prepare a new plan, the board agreed that phase one would focus on creating a process to be followed in developing a plan. Phase two would involve the actual creation of the plan. Phase two may involve the issuance of a Request for Qualifications (RFQ), just as phase one did.

FISCAL IMPACT: Private and public funds totaling $50,000 is available for phase one work.

PUBLIC AND STUDENT BENEFIT: The public and students would benefit from the development of long-term goals to provide high quality education to Texas children.

PROCEDURAL AND REPORTING IMPLICATIONS:
This project will result in the creation of a new Long-Range Plan for Public Education.

PUBLIC COMMENTS: BCG interviewed education stakeholders to get their input about the development and focus of a long-range plan.

MOTION TO BE CONSIDERED: The State Board of Education:

Approve the BCG-proposed work plan that is to be followed in developing the Long-Range Plan for Public Education.
