This item provides an opportunity for the board to be briefed on current agenda items, agency operations, policy implementation, and public education-related legislation approved by the Texas Legislature.

This item will provide an update on legislation passed by the 85th Texas Legislature during the regular session.

 3. Ethics Training

This item will provide State Board of Education (SBOE) members with a discussion of the ethics statutes and rules that apply to SBOE members. Statutory authority is the Texas Education Code (TEC), §43.0031 and 19 TAC §33.5(s).

 4. Approval of Proclamation 2019 Questions and Answers

Proclamation 2019, issued by the State Board of Education (SBOE) in April 2017, calls for instructional materials in English language arts and reading, grades K-8; Spanish language arts and reading, grades K-6; English Learners Language Arts, grades 7 and 8; handwriting (English and Spanish), grades K-5; spelling (English and Spanish), grades 1-6; and Personal Financial Literacy. Publishers and other stakeholders were given an opportunity to ask questions at an orientation meeting held in March 2017 and encouraged to submit additional questions through email. The resulting question and answer document for Proclamation 2019 will be presented for board approval. Statutory authority for this action is the Texas Education Code (TEC), §31.022.

5. Public Hearing on Proposed New 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter C, High School, and 19 TAC Chapter 128, Texas Essential Knowledge and Skills for Spanish Language Arts and Reading and English as a Second Language, Subchapter C, High School

A public hearing before the State Board of Education (SBOE) is scheduled for Tuesday, June 20, 2017, in the William B. Travis Building, Room 1-104. Testimony will be presented regarding proposed new 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter C, High School, and 19 TAC Chapter 128, Texas Essential Knowledge and Skills for Spanish Language Arts and Reading and English as a Second Language, Subchapter C, High School. Due to the anticipated volume of testimony during the public hearing, oral testimony will be limited to two minutes per person. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

6. Proposed New 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter C, High School, and 19 TAC Chapter 128, Texas Essential Knowledge and Skills for Spanish Language Arts and Reading and English as a Second Language, Subchapter C, High School
(Second Reading and Final Adoption)


This item presents for second reading and final adoption proposed new 19 TAC Chapter 110, Texas Essential Knowledge and Skills for English Language Arts and Reading, Subchapter C, High School, and 19 TAC Chapter 128, Texas Essential Knowledge and Skills for Spanish Language Arts and Reading and English as a Second Language, Subchapter C, High School. The proposed rules recommend an implementation date of the 2020-2021 school year. Statutory authority for this action is the Texas Education Code (TEC), §§7.102(c)(4), 28.002, and 28.025.

 The State Board of Education may enter executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
