This item provides an opportunity for the board to be briefed on current agenda items, agency operations, policy implementation, and public education-related legislation approved by the Texas Legislature.

2. Approval of Proclamation 2020 Questions and Answers

Proclamation 2020, issued by the State Board of Education (SBOE) in April 2018, calls for instructional materials for courses in high school English language arts and reading; English Learners Language Arts, grades 7 and 8; English I and II for Speakers of Other Languages; English Language Development and Acquisition (ELDA); Reading I, II, III; College Readiness and Study Skills; Visual Media Analysis and Production; Contemporary Media; Literary Genres; Creative Writing; Research and Technical Writing; Practical Writing Skills; Humanities; Public Speaking I, II, III; Communication Applications; Oral Interpretation I, II, III; Debate I, II, III; Journalism; Advanced Broadcast Journalism I, II, III; Photojournalism; and Advanced Journalism: Yearbook I, II, III/Newspaper I, II, III/Literary Magazine. Publishers and other stakeholders were given an opportunity to ask questions at a Proclamation 2020 introduction meeting held in March 2018 and encouraged to submit additional questions through email. The resulting question and answer document for Proclamation 2020 is to be presented for board approval. Statutory authority is the Texas Education Code (TEC), §31.022.

3. Texas Certificate of High School Equivalency

This item provides an opportunity for the board to consider a proposed increase in Educational Testing Service’s (ETS) fee for the paper-based High School Equivalency Test (HiSET). Statutory authority is Texas Education Code (TEC), §7.111.

4. Review and Adoption of the Long-Term Strategic Asset Allocation Plan of the Permanent School Fund

This item provides an opportunity for the committee and board to review and adopt the long-term strategic asset allocation plan of the Permanent School Fund. Statutory authority is Texas Constitution, Article VII, §5(f).

5. Review of the Report on Permanent School Fund Percentage Distribution Rates Under Consideration for Fiscal Years 2020 and 2021

This item provides an opportunity for the committee and board to evaluate and approve the report on Permanent School Fund percentage distribution rates under consideration for fiscal years 2020 and 2021. The board will consider various factors associated with the distribution rate such as expected returns, inflation, and student population growth. Additionally, this item provides the opportunity for the board to discuss anticipated material needs for the 2020-2021 biennium. Statutory authority is Texas Constitution, Article VII, §5.

6. Proposed New 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.39, Requirements for Instruction on Proper Interaction with Peace Officers
(Second Reading and Final Adoption)


This item presents for second reading and final adoption proposed new 19 TAC Chapter 74, Curriculum Requirements, Subchapter C, Other Provisions, §74.39, Requirements for Instruction on Proper Interaction with Peace Officers, to implement Senate Bill (SB) 30, 85th Texas Legislature, Regular Session, 2017, regarding required instruction on proper interaction with peace officers. No changes are recommended since approved for first reading. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.012, as added by Senate Bill (SB) 30, 85th Texas Legislature, Regular Session, 2017; and 28.025(b-20), as added by SB 30, 85th Texas Legislature, Regular Session, 2017.

7. Proposed New 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.50, Ethnic Studies: An Overview of Americans of Mexican Descent (One Credit)
(First Reading and Filing Authorization)


This item presents for first reading and filing authorization proposed new 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter C, High School, §113.50, Ethnic Studies: An Overview of Americans of Mexican Descent (One Credit). The proposal would add Texas Essential Knowledge and Skills (TEKS) for a new high school social studies course for implementation in the 2019-2020 school year. Statutory authority is Texas Education Code (TEC), §§7.102(c)(4) and 28.002.

8. Discussion of Proposed Revisions to 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies and Chapter 118, Texas Essential Knowledge and Skills for Economics with Emphasis on the Free Enterprise System and Its Benefits

This item provides the opportunity for the committee to discuss proposed revisions to 19 TAC Chapter 113, Texas Essential Knowledge and Skills for Social Studies, Subchapter A, Elementary, Subchapter B, Middle School, and Subchapter C, High School, and Chapter 118, Texas Essential Knowledge and Skills for Economics with Emphasis on the Free Enterprise System and Its Benefits, Subchapter A, High School related to streamlining of social studies standards. Statutory authority is the Texas Education Code (TEC), §§7.102(c)(4); 28.002; and 28.025.

9. Discussion of Pending Litigation

The State Board of Education may enter into executive session in accordance with the Texas Government Code, §551.071(1)(A), to discuss pending and contemplated litigation with the general counsel, legal staff, and, if necessary, attorney(s) from the Attorney General's Office. The Committee of the Full Board will meet in Room 1-103 to discuss this item.
