Due to Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the December 11, 2020 meeting of the State Board for Educator Certification will be held by video conference call, as authorized under Texas Government Code section 551.125. 

Members of the public will have access to this meeting by watching the livestream on the Admin Monitor website: http://www.adminmonitor.com/tx/tea/. Members of the public will have a means to participate in this meeting, by video conference call, by signing up for public comment. Information regarding registering for public comment can be found at: https://tea.texas.gov/about-tea/leadership/state-board-for-educator-certification/sbec-meetings.   1. Update on Divisions of Educator Leadership and Quality Department

This item provides the State Board for Educator Certification (SBEC) an opportunity to discuss updates provided by the Divisions of Educator Certification; Educator Standards and Testing; Educator Data and Preparation Program Management; Educator Investigations; and SBEC Enforcement for the Fiscal Year (FY) 2019–2020.

  1. Consider and Take Appropriate Action on Proposed Amendment to 19 TAC Chapter 230, Professional Educator Preparation and Certification, Subchapter A, General Provisions, §230.1, Definitions

This item provides the State Board for Educator Certification (SBEC) an opportunity to discuss and propose an amendment to 19 Texas Administrative Code (TAC) Chapter 230, Professional Educator Preparation and Certification, Subchapter A, General Provisions, §230.1, Definitions. The proposed amendment would update the definition of a pilot exam in §230.1(17) to indicate that the edTPA performance assessment pilot will be subject to review by the SBEC prior to September 1, 2022, rather than the original date of September 1, 2021.

  1. Consider and Take Appropriate Action on the 2019–2020 Continuing Approval Reviews of Educator Preparation Programs

This item provides the State Board for Educator Certification (SBEC) an opportunity to approve programs for continuing approval for five years based on the results of the 2019–2020 reviews.

  1. Consider and Take Appropriate Action on Agreed Order for ACT-RGV Alternative Certification Preparation Program

This item provides the State Board for Educator Certification (SBEC) the opportunity to approve an agreed order for ACT-RGV alternative certification program to continue to operate with conditions.
