Due to Governor Greg Abbott’s March 13, 2020 proclamation of a state of disaster affecting all counties in Texas due to the Coronavirus (COVID-19) and the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the April 30, 2021 meeting of the State Board for Educator Certification will be held by video conference call, as authorized under Texas Government Code section 551.125. 

Members of the public will have access to this meeting by watching the livestream on the Admin Monitor website: http://www.adminmonitor.com/tx/tea/. Members of the public will have a means to participate in this meeting, by video conference call, by signing up for public comment. Information regarding registering for public comment can be found at: https://tea.texas.gov/about-tea/leadership/state-board-for-educator-certification/sbec-meetings.   1. State Board for Educator Certification Welcome New Board Members and Recognition of Former Board Members 

    This item provides the State Board for Educator Certification (SBEC) an opportunity to welcome new board members and recognize former board members for their service to Texas schoolchildren and educators.
  1. Public Comment

    The Board shall allocate up to thirty (30) minutes at the beginning of each regularly scheduled meeting of the full Board for public comment on non-agenda and consent agenda items. In accordance with SBEC Board Operating Policies and Procedures, late registration for providing oral or written comment will be accepted up to 30 minutes prior to the beginning of the Board meeting.

  1. Consider and Take Appropriate Action on Adoption of Review of 19 TAC Chapter 231, Requirements for Public School Personnel Assignments 
     
    Texas Government Code (TGC), §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board for Educator Certification (SBEC) rules. This item presents for SBEC approval the adoption of review of 19 Texas Administrative Code (TAC) Chapter 231, Requirements for Public School Personnel Assignments. The rules being reviewed provide requirements relating to the criteria for school districts to make personnel assignments based on the correlating certification requirements.

 

  1. Consider and Take Appropriate Action on Adoption of Proposed Review of 19 TAC Chapter 245, Certification of Educators from Other Countries

    Texas Government Code (TGC), §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board for Educator Certification (SBEC) rules. This item presents for SBEC approval the adoption of review of 19 Texas Administrative Code (TAC) Chapter 245, Certification of Educators from Other Countries. The rules being reviewed provide requirements relating to the certification of Texas educators from other countries.
     
  2. Consider and Take Appropriate Action on Proposed Review of 19 TAC Chapter 227, Provisions for Educator Preparation Candidates  

    Texas Government Code (TGC), §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board for Educator Certification (SBEC) rules. This item presents for SBEC approval the review of 19 Texas Administrative Code (TAC) Chapter 227, Provisions for Educator Preparation Candidates. The rules being reviewed provide requirements for admission to educator preparation programs (EPPs) and preliminary evaluation of certification eligibility.
  1. Consider and Take Appropriate Action on Proposed Review of 19 TAC Chapter 228, Requirements for Educator Preparation Programs 

    Texas Government Code (TGC), §2001.039, establishes a four-year rule review cycle for all state agency rules, including State Board for Educator Certification (SBEC) rules. This item presents for SBEC approval the review of 19 Texas Administrative Code (TAC) Chapter 228, Requirements for Educator Preparation Programs. The rules being reviewed provide requirements relating to educator preparation programs (EPPs).
     
  2. Consider and Take Appropriate Action on Request to Approve Advisory Committee Members 

    This item provides the State Board for Educator Certification (SBEC) an opportunity to approve the membership of the standards advisory committee to review, develop, and recommend educator standards for the School Librarian and Reading Specialist class of certificates.

    This item provides the State Board for Educator Certification (SBEC) an opportunity to discuss proposed amendments to 19 Texas Administrative Code (TAC) Chapter 229, Accountability System for Educator Preparation Programs. Chapter 229 establishes the performance standards and procedures for educator preparation program (EPP) accountability. The proposed amendments would provide for adjustments to the 2020–2021 accountability system for educator preparation (ASEP) due to the ongoing public health situation.
  1. Discussion of the edTPA Pilot and Test Development Update 

    This item provides the State Board for Educator Certification (SBEC) an update on the edTPA pilot and upcoming educator certification test development.

  1. Consider and Take Appropriate Action on Written Delegation of Settlement Authority for Educator Discipline Cases to the Associate Commissioner for Educator Preparation, Certification, and Enforcement 

    This item provides the State Board for Educator Certification (SBEC) the opportunity to delegate its authority to informally dispose of contested cases involving educator discipline to the Associate Commissioner for Educator Preparation, Certification, and Enforcement.
