State Advisory Council on Educational Opportunity for Military Children
The State Advisory Council on Educational Opportunity for Military Children was established in 2021 by the 87th Texas Legislature in Texas Education Code §162.006. The purpose of the State Advisory Council is to provide for coordination among state agencies, school districts, and military installations concerning the state’s participation in and compliance with the Interstate Compact on Educational Opportunity for Military Children (Texas Education Code, Chapter 162). The State Advisory Council will play an important role in helping disseminate information regarding the Military Compact and identifying topics and issues of interest to military-connected parents and students and the districts and schools that serve them.

Members
Members of the council include the following:
- The commissioner of education or the commissioner’s designee
- A superintendent of a school district with a high concentration of military children designated by the agency
- The governor or the governor’s designee
- The chair of the senate committee on education or the chair’s designee
- The chair of the house of representatives committee on public education or the chair’s designee
- A representative from each branch of the armed services of the United States that maintains an installation in the state, appointed by each respective branch
- Representatives of other offices and stakeholder groups the agency deems appropriate
Additionally, the compact commissioner and the military family education liaison shall be ex-officio members of the State Council, unless either is already a full voting member of the state council.
TEA has identified the following additional representatives for the state advisory council:
- TEA’s highly mobile student coordinator
- A military school district superintendent
- A school counselor representative
- Parent representative
- District level administrator (other than superintendent)
