Progress Measures
2023 Does Not Contain STAAR Progress Measure
Due to the redesign of the reading language arts (RLA) STAAR, the inclusion of new item types in mathematics, the shift to a fully online assessment system, and required standard setting and validation processes, STAAR Progress Measures will NOT be calculated for 2022-23.
Gain score STAAR Progress Measures for RLA and mathematics tests are anticipated to return in 2024 and will be reported in STAAR data files and on STAAR Report Cards. STAAR Progress Measures will no longer be used in academic accountability. Academic accountability growth measures will use a transition table model beginning in 2023, as detailed in the Preliminary 2023 Academic Accountability System Framework.

2022 STAAR Progress Measure
The STAAR progress measure provides information about the amount of improvement or growth a student has made from year to year. For STAAR, progress is measured as a student’s gain score, the difference between the score a student achieved in the prior year and the score a student achieved in the current year. Individual student progress is then categorized as Did Not Meet, Met, or Exceeded. More information can be found in the links below.

2022 STAAR Alternate 2 Progress Measure
The STAAR Alternate 2 Progress Measure provides information about the amount of improvement or growth a student has made from year to year. For STAAR Alternate 2, progress is measured based on a student’s stage change from the prior year to the current year. Stage change is determined by: 1) classifying the student’s scores from the previous school year and the current school year in terms of the stage of performance achieved, and then 2) comparing the stages from year to year. Student progress is then categorized as Did Not Meet, Met, or Exceeded.
