In accordance with the Texas Education Code, §31.0214, certain districts and open-enrollment charter schools are eligible for adjustments to their allotments to accommodate unusual growth in enrollment. Prior to the 2017–18 school year, districts and charter schools were required to apply for a high-enrollment-growth (HEG) adjustment, but changes to Title 19 of the Texas Administrative Code, §66.1309, have eliminated the need for a district or charter school application.

The initial allotments, which became available September 1, 2017, for the 2017‒18 and 2018‒19 school years, were calculated using the fall 2016 PEIMS enrollment data. HEG adjustments for 2018 were calculated using a comparison of that data to the fall 2017 PEIMS enrollment data.

Using the fall 2018 enrollment data, the Texas Education Agency has now identified districts and charter schools with the highest enrollment growth from fall 2017 to fall 2018. Based on available funding, allotment adjustments will be made for 341 districts and charter schools.

Because this is the second year of the biennium, adjustments are provided in the amount of $93.16 for each qualifying student. The commissioner’s determination under this process is final and cannot be appealed.

The list of qualifying districts and the amount of the adjustment for each is available at 2019 HEG Adjustments . The additional funding will be available in EMAT, the electronic instructional materials ordering system, when it opens for the 2019–20 school year.
