House Bill (HB) 3, 86th Legislative Session, 2019, amended Texas Education Code, §§29.164-172, to make high-quality prekindergarten components mandatory. All districts, open-enrollment charter schools, and districts of innovation must implement the following high-quality prekindergarten components in classrooms serving eligible four-year-old students:

  • Curriculum
  • Student Progress Monitoring
  • Prekindergarten Teacher Qualifications
  • Teacher-to-Student Ratio
  • Family Engagement
  • Program Evaluation
  • Data Reporting

To reinforce efforts in meeting the required high-quality prekindergarten components, a High-Quality Prekindergarten District Report will be sent to each superintendent during the week of February 24, 2020. Superintendents are encouraged to review the emailed report results with appropriate early education staff within their school system. The report will include each district’s unique 2018-2019 data that was recorded in the Early Childhood Data System (ECDS), along with an explanation of the data presented in the report.

The High-Quality Prekindergarten District Report serves to support efforts in offering an early education program at the highest level of quality. Each superintendent is, therefore, encouraged to emphasize areas of high quality and areas in need of improvement, when discussing the report with early education staff.
