This letter is to inform you of the Blended Learning Grant Program (BLGP) as recommended by the Commission on School Finance and established by HB 3. Blended learning is an instructional model which combines face to face instruction with online learning to help teachers differentiate instruction for all students. The BLGP awards grants to school districts and charter schools for the planning and implementation of a high-quality blended learning model. Additional details about the BLGP can be found below as well as during the upcoming HB3in30 webinar.  

The BLGP is a four-year process to design, launch, and scale a high-quality blended learning program. Beginning with a planning year in year 0, districts and charters will grow the blended learning program from a subset of grades in year 1 to a full feeder pattern implementation in 4 years. The BLGP offers options for district participation in math, through Math Innovation Zones (MIZ), and in other subjects through the non-math blended learning pilots. MIZ and non-math blended learning pilot sites will follow a framework for a high fidelity implementation of the program in both planning and execution stages of implementation. 

In the fall of 2019, TEA will award up to 25 planning grants of up to $125,000 to districts and charters for MIZ and non-math blended learning pilots. Additionally, TEA will select up to 10 districts to join MIZ as non-granted participants in the program. Upon evaluation of BLGP Strategic Plans in the spring of 2020, all granted and non-granted participants are eligible for execution grants of up to $100,000.
