Date:  January 17, 2020
Subject: House Bill 3 (HB3) Implementation: Reading Practices Survey
Category: Early Childhood Education
Next Steps:  Complete Reading Practices Survey by 01/30/2020

All districts serving any grade from prekindergarten through grade three are required to complete the Reading Practices Survey. A survey link will be sent to districts’ designated contacts today, January 16, 2020. If the district did not participate in the HB Reading Practices Initial Contact Survey, the survey link will be sent to the superintendent, who is designated as the Primary Contact. Survey links are unique to the district, and areas selected for the contact. Survey links may be shared within the district; however, each survey link can only be submitted once.

The required survey will close on January 30, 2020, and covers these four required components of HB 3:

  • K-3 Systematic Direct Instruction Phonics Curriculum
  • Placement of Highly Effective Teachers in K-2
  • K-3 Reading Academies
  • PK-3 Integrated Reading Instruments

The designated Primary Contact is responsible for completion of all topics. The Texas Education Agency (TEA) encourages districts to work on items as a team to ensure accuracy of the information provided.

A PDF copy of the survey items will be posted at www.tea.texas.gov/reading. Only electronic submissions through the survey links will be accepted.

All updated information regarding HB 3 reading practices will be posted at www.tea.texas.gov/reading.
