State Performance Plan Indicators
LEA Reporting Requirements
The Texas Education Agency (TEA) collects data from local education agencies (LEAs) for the State Performance Plan/Annual Performance Report (SPP/APR). LEAs are required to report data on sixteen State Performance Plan Indicators (SPPIs) identified by the United States Department of Education's Office of Special Education Programs. SPPI 17: State Systemic Improvement Plan (SSIP) is a comprehensive multi-year plan for improving
results for children with disabilities.
LEAs are required to provide valid, timely, and reliable data that reflect the measurement for each SPPI. TEA considers data certified and submitted by LEAs to be final and uses the LEA's performance on the indicators in the annual determinations analysis. Any issues related to the submission of inaccurate data or the
non-submission of data is addressed by the Division of Special Education and the Department of Review and Support.
The data sources and requirements for collection vary by reporting priorities or SPPIs.
Reporting Year
States report data for the federal fiscal year (FFY) reporting year with data from the identified school year (e.g., FFY 2020 includes school year 2020-21 data) except for Indicators 1, 2, and 4. For these indicators data are
reported from the prior school year (e.g. FFY 2020 includes 2019-20 school year - lag data). The Office of Special Education Programs (OSEP) determines indicator reporting years.
Reporting Example
The 2019-20 school year reports FFY 2020 data for SPPI 1.
The 2020-21 school year reports FFY 2020 data for SPPI 8.
Clarification Process
After the State Performance Plan Indicator collection period each year, the Texas Education Agency (TEA) offers local education agencies (LEAs) the opportunity to submit updated data for Compliance Indicators 11, 12, and 13. LEAs have the opportunity to correct data entry errors and/or to document correction of any potential noncompliance found in the State's database for these indicators prior to the State issuing a finding of noncompliance.
LEA participation in the clarification period is voluntary.
